Alexander Vasilievich SHULGIN Born in 1951.
In 1973 graduated from  Moscow State Institute of International Relations.
Started his career at the Ministry of Foreign Affairs in 1973. 
Was posted in Moscow and abroad. 
1998-2003 - Consul General of the Russian Federation in Marseilles and Monaco.
2003-2006 - Deputy Director of First European Department, Ministry of Foreign Affairs of Russia.
2006-2009 - Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Senegal and Gambia.
2009-2012 - Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Luxembourg.
2013-2015 - Director of First European Department, Ministry of Foreign Affairs of Russia.
Since 2015 - Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Kingdom of the Netherlands, Permanent Representative of the Russian Federation to Organization for the Prohibition of Chemical Weapons.
Diplomatic Rank: Ambassador Extraordinary and Plenipotentiary.
Married, has a son and a daughter.
Speaks French and English.
