Service visas are issued by a decision of the Ministry of Foreign Affairs of the Russian Federation on the basis of a verbal note from the Ministry of Foreign Affairs, diplomatic or consular mission of a foreign state or permanent mission of an international organisation in the Russian Federation, provided to the Russian Ministry of foreign affairs or to a Russian Embassy.

 

Service visas are issued to the following foreign citizens holding a service passport:

a) members of official foreign delegations, family members of these persons, and their accompanying persons, unless other rules are not established by an international treaty of the Russian Federation;

b) employees of administrative and technical staff members of diplomatic missions, consular employees and employees of the service staff of consular missions of foreign countries in the Russian Federation, permanent missions of international organisations in the Russian Federation, unless other rules are not established by an international treaty of the Russian Federation, family members (spouses) of the said persons, as well as minor children (under 18 years old) of the above-mentioned foreign nationals living together with their parents, unmarried major children – students of Russian universities (until they reach the age of 25 years old), as well as children under the care of parents who need a constant care for medical reasons;

c) officers of the armed forces of foreign states and members of their families who come to the Russian Federation not to work in military attaché offices of diplomatic missions of foreign states;

If the Russian Federation recognizes an official status of a foreign citizen who does not have a service passport, he may get a service visa.

 

Service visas may be issued for national (ordinary) passports only for the following categories of foreign citizens:

a) members of official delegations at high and at the highest levels;

b) members of the aircraft crews transporting the said delegation members to Russia;

c) members of family of administrative and technical staff members of foreign diplomatic or consular missions, permanent missions of international organisations in the Russian Federation, if such family members have ordinary passports or are citizens of another country;

d) foreign citizens on the basis of the decision made by the Russian Ministry of Foreign Affairs.

 

If the Russian Federation recognizes the diplomatic status of a foreign citizen who has a service passport, he may get a diplomatic visa.

If the Russian Federation does not recognize the official status of a foreign citizen who has a service passport, he may apply for an ordinary visa.

 

Service visas may not be issued even to a service passport to the following categories of foreign citizens:

a) citizens of countries with which the Russian Federation does not have diplomatic relations;

b) adult children (sons and daughters older than 18 years) of members of the administrative and technical staff of foreign diplomatic or consular missions;

c) employees of the state authorities of the host country who hold service passports, as well as employees of diplomatic or consular missions of third countries who have service passports, who come to Russia as tourists or on private invitations from Russian citizens;

d) employees of the state authorities of the host country who have service passports, as well as employees of diplomatic or consular missions of third countries who have service passports, who come to Russia as guests of employees of foreign diplomatic or consular missions accredited to the Russian Foreign Ministry or its offices in the subjects of the federation; offices of foreign companies, banks and mass media;

e) employees of the state authorities of the host country who hold service passports, as well as employees of diplomatic or consular missions of third countries who have service passports, who come to Russia at the invitation of Russian organisations that are not represent legislative, executive or judicial Russian federal authorities;

f) employees of the state authorities of the host country who hold service passports, as well as employees of diplomatic or consular missions of third countries who have service passports, going through Russia as transit passengers to third countries not with an official mission (as tourists, private affairs).

 

In cases where business passport holders can not be issued service visas, ordinary business, humanitarian, tourist, etc. visas are issued to them.

 

To obtain a service visa, the following documents must be provided to the Consular section of the Russian Embassy:

- service passport;

- verbal note of the Foreign Ministry of the host country (diplomatic consular mission of another state in the host country), confirming the official purpose of trip of the person for whom a service visa is requested (a verbal note is not required if the Ministry of Foreign Affairs of Russia has already taken a decision to grant to that person a service visa. In that case a 6 digits decision MFA number will be required);

- Visa application form printed and signed personally by the applicant with one passport photo glued on it (Very important ! when the web-site asks to select the location where the applicant is going to submit documents, the Embassy of the Russian Federation in the Netherlands must be chosen), if the owners of service passports are not exempt from filling out visa application forms and provide photos on the basis of reciprocity.

 

For a diplomatic visa the health insurance policy and the certificate of absence of HIV infection are not required.

Very important ! The service visa procedure for new staff members and members of their families of foreign diplomatic or consular missions, international organisations and their permanent missions in Russia has to be launched only with the verbal note of the Foreign Ministry of the sending state addressed to the Russian Embassy located in that country.

 

Very important ! Foreign citizens who plan to go to the Russian Federation as permanent members of administrative and technical staff of foreign diplomatic or consular missions, international organisations and their permanent missions in Russia, and members of their families (who go to live together with them but not as guests), except citizens of countries that have bilateral agreements which Russia establishing a visa-free entry procedure for this category of persons, can get a 3 months single-entry service visa. This visa is only valid to enter the Russian Federation and to immediately start the accreditation procedure in the Protocol Department of the Ministry of Foreign Affairs of Russia or in an office of the Ministry of Foreign Affairs of Russia on the territory of the Russian Federation.
